| Building Block #1: Fiber Optic or Licensed Microwave Backbone Connectivity |
The basic building block of high-speed data connectivity is the backbone
highway for which all information travels. While some areas have fiber optic
connectivity through the region, most do not. Deployment of high-speed, OC3 or
greater, licensed microwave links provide the basis for all information delivery.
If fiber does exist, we can use this as the core for the backbone connectivity.
Most counties in the US have existing tower space to construct a wireless ring
capable of handling all the data needs of the region. The utilization of dual-band
microwave antenna can further enhance existing microwave communications without
additional tower resources.

| Building Block #2: Multipoint Data Distribution |
Most areas in the US have leased circuits serving the data connectivity of the area for
schools, government buildings and EMS/Police locations at speeds of T1 or less. A wireless
multipoint distribution system, utilizing the newly ratified 4.9Ghz spectrum or
equivalent, can provide 10 times the current data network speeds with as little as
a 12 month ROI. Fully redundant base station design with enhanced security including
VLANs and AES allow all municipal buildings to participate without sacrificing
information protection.

| Building Block #3: Mobile Data/Voice Layer |
Building Blocks 1 and 2 provide the basic infrastructure for the addition of high-speed,
private data/voice delivery to mobile vehicles. Delivering up to T1 speeds to mobile
vehicles at mobile speeds of 70Mph with a 2-mile radius, allows the mobile Public
Safety Force, Public Transportation and EMS vehicles to access centralized CAD, GIS
and Records management as well as access to Building Blocks 4 , 5 and 6 for the
ultimate in Public Safety without recurring fees. While 3G and 4G technologies promise
to deliver mobile data, today’s 700Mhz and 900Mhz deliver data speeds far greater than
the promises of the carriers at no recurring costs. While traditional 800Mhz Trunked
Voice EMS systems provide today’s PTT systems, our new generation of wireless systems
provides enhanced VOIP for added secondary voice systems in poor coverage areas.

| Building Block #4: Security and Surveillance Cameras |
With Blocks 1 through 3 in place the addition of in-building and intersection security
cameras provide for additional area security. Outdoor wireless subscribers provide
access to any IP camera in the municipality with no recurring costs. Up to 8 cameras may
be viewed in a single session from fixed or mobile locations within the private wireless
network. With products such as Mobile Site, our clients realize significant security
increases over data connections as low as 56K. Full control of cameras, custom trip wires,
auto-archive and virtually unlimited storage, this building block provides one of the most
important aspects of Public Safety.

| Building Block #5: Traffic Signal/Utility Control |
The private wireless network is now ready for the addition of wireless subscribers to
interface with traffic signal control and other device connectivity including Water
Quality Management, Utility Management and other serial device connectivity. All of this
comes with no recurring connectivity fees. Imagine the savings from centralized device
programming and management all with enhanced security.

| Building Block #6: Automated Vehicle Location |
The addition of GPS to each mobile vehicle provides a non-recurring AVL solution for
any municipality, city or county. The area-owned network provides the highway for this
non-recurring fee service. A simple addition of a standard GPS receiving unit in
Police/Fire/EMS/Public Transportation vehicles provides a cost effective method of
dispatch and tracking of government owned vehicles.

| Building Block #7: WIFI and Personal Area Networks |
WIFI and Personal Area Networks provide for the utilization of PDAs, Data Collection
Agents, Mobile Laptops and Public Access over the first 3 Building Blocks. While WIFI
is important for Public and Community access, it requires the security and robustness
of the higher Building Blocks to provide the underlying infrastructure. BIG specializing
in providing WIFI access with the security of a carrier class network without compromising
the critical infrastructure.

| Building Block #8: 24/7 Maintenance and Monitoring |
We place great importance on the last of the 8 Building Blocks. Our Network Operations
Center is designed to provide proactive care for our client’s entire wireless
infrastructure. In addition, our nationwide maintenance team, online incident ticket
management and emergency stock program provide our clients with the carrier-class support
of traditional wire-line based services.
